Yep.. know the issue well...
I have a rescued Cocker Spaniel. They are known for this issue and she came to me with it. I noticed that the main action that stars this peeing is when someone actually bends over her. It mainly happens when I come home, but can happen any time. I'm not sure she will ever come out of it, but she is MUCH better since I've done the following: When I come home, she is her most excited. I acknowledge her verbally, but do not touch her, do not bend over her to physically greet her in any way. I go on with what I am doing until she calms. Even once she is calm, though, I try to remember to not bend over her as that seems the most intimidating action for her. The instances of piddling have gone way down.. almost non -existent, except for when a visitor forgets my instructions... I think the best thing you can do for your dog is to give her as many positive, non threatening experiences where she does NOT piddle and that will give her the best chance of growing out of it. Good luck!
