It is possible that your dog has a particular association with the area in the basement rather than with toileting inside in general and that it may therefore not be a problem in your new house. In the mean time try using specific animal deodorizers on the spots he uses. Also you can try putting tin foil (aluminum foil) over the floor, dogs usually will not stand and defecate on this because they don't like the feel, the way the light reflects off it and the sounds it makes when walked on. Also continue to put your dog outside for toileting regularly. Regular exercise of the property will also encourage better toileting behaviors as dog love to go to the toilet on walks and at the park to mark.
