Question puppy seems scared

We have a 15 week old puppy. We have had him for about three weeks. We are trying to socialize him. Once in a while he seems very out going, but a lot of the time he seems very scared. He may duck his head and pee when you are petting him. He also pees once in a while when you pet him and he is excited. What can I do?

Peeing is submissive behavior. If you get upset with him about it, he may increase it, trying desperately to appease you. Best way to stop it? Don't pet him when he is excited. When until he calms down.
