meeting other dogs

I have written a couple of times, and the information that I have recieved is so helpful.
I wrote about our 4 rescued dogs, and the issues that I have mainly with two of them, being aggresive towards other dogs.
A suggestion was that if they start to lunge or pull, then I need to turn the other way. I know that I need to start working with them seperatly, and have daily training sessions. My question now is, what if we are out on our walk, in the neighborhood, where there are alot of dogs, and we want to stop and talk to some people.
The other day, I stopped, with all four dogs, everything was going okay, I had the dogs in a sit-stay, but then the ownere brought out their little dog to say hello. Everyone seemed to be fine in the very beginning, but then the little dog moved too quick and that set all my dogs off.
I want to be able to walk the dogs around and not have to worry about them chasing off all the neighborhood dogs. I know that all dogs are not going to like all other dogs, but I don't want to have dogs that seem to always be in the fight mode with other dogs.
We don't have a dog park or anything else like that around. Where else could we go to let them know that other dogs are okay, and even fun to be with.
We do have a couple of neighbors with dogs, and they are good with them. They all play together, and even stay overnight with them. I just don't know when, and with what other dogs, they are going to be okay.
Any ideas?

One of the best places to meet other dogs and know they are okay is an obedience class. Your dog gets one-on-one from you and there are lots of other dogs around.

Just saw your "4-dog info." First, I give you a lot of credit--good for you. Next, I found with my newly adopted part Gr Pyrenees and ? mix (6 mo old and 24" tall already) that we run in the yard and get him settled down BEFORE a walk. Only had him going on 4 weeks and since the puppies were found by Basque sheepherders last Dec in desert, they didn't know other people, what a yard was, and how to play. He is cautious (partly Gr Pyr nature I'm sure, but sure not socialized so worked him every day and now he loves me, but working on others. He walks, but notsure of strange areas very far from home so it takes time but the play/run thing (he thinks I am a "sheep") does help, plus I smell of dog biscuits as have them in pocket all the time for learning. It just takes time and yes, classes as they sound more socialized would help. I know how it only takes one thing to put things backward. The second week we were cautiously walking nicely down the sidewalk and a young (about 11-yrs) old girl came by on a skateboard and doing fine until she just reached over out of the blue to pat him on the head!! He crouched, peed, and we headed for home. So this week is a great improvement, but it took that long working each day. I also pick early am or a time when I know (hope) things are quiet--also the route is important.
