Noisy Dog

hi

i have solved a lot of my doggies problems reading your course and forums but i have one enduring problem that i have requested help with and have still not solved.
i have a 21mth German shepherd. She continuously whines and yelps in the car working herself up to fever pitch.
the result is i refuse to take her out now and this is not what i wanted to happen

I have tried giving her a toy, bone,chew,ball.
i have tried covering her crate to block out her view and any sight of other dogs and traffic
i have tried taking her out in the car and not going anywhere to let her out and then returning home
i would really appreciate any help offered

Maybe try just opening the car door at home and letting her jump in and out. Try feeding her in the car? I know that sounds weird but if she can get comfortable with being in the car then thats a start right?
